They are not national salary averages. Actual compensation varies substantially with role complexity, technical depth, communication, international exposure and employment structure.

Our advice

Don’t treat the lower end as a target.

Pakistan can offer very attractive hiring economics without turning compensation into a race to the bottom. Companies usually get better outcomes when the role is a meaningful step forward for the candidate, financially, professionally, or ideally both.

How do you engage and pay people?

Motively’s usual recommendation

Start with a properly documented independent-contractor setup, paid in USD.

For overseas companies making an initial Pakistan hire, this is often the cleanest and most attractive structure. It keeps the agreed compensation legible in one currency and avoids forcing the candidate into a PKR-denominated local payroll arrangement whose conversion and tax treatment may materially affect take-home economics.

Independent contractor

The practical default.

Use a written agreement covering services, USD compensation, payment timing, notice, confidentiality, IP, equipment and termination. The individual remains responsible for their own local tax compliance.

EOR

Use when employment is required.

An employer of record can provide formal local employment and statutory administration, but it adds cost and may result in a PKR payroll structure. Evaluate the candidate’s take-home position before choosing it.

Local entity

For a committed local build.

Worth examining only when the Pakistan team becomes large and permanent enough to justify the operational and compliance overhead.

Agree and communicate compensation in USD.

Use a compliant cross-border transfer method supported by both parties.

Confirm who bears transfer fees and currency-conversion costs.

Clarify equipment, leave, benefits, notice and working-hour overlap before the offer.

For remote hiring, restricting a search to one city usually makes little sense unless you are deliberately building a centralized office.
